[OpenRISC] mor1kx v2.1

[Stefan Kristiansson]

It was a while since we had a mor1kx release, and there has been some
nice new features added so I figured it was time to end the 2.0
development version and release v2.1:

Some noticeable changes are:
- store buffer
- multi-way (> 2) caches
- atomic instructions
- debug-unit improvements
